Unless you’re already used to writing for a public audience regularly, I would personally start with something free (wordpress is ideal) to begin with, just to make sure the reality of frequent blogging matches your expectations. Generally, things take considerably more time than is often appreciated. Once you’ve established a pattern and are still enthusiastic about your subject and the writing itself, I would look at paid options and making things more professional.
